Hindi magandang sabihin na automatic ang approval dahil CKD Stage 5 or dialysis ka. PWD eligibility is based on qualifying disability and the current assessment/documentation process, not the diagnosis label alone.

However, NCDA's earlier ID guidance explicitly recognized disabling diseases and cited people undergoing dialysis as an example when the condition results in limitations in day-to-day activities. Current 2026 rules are moving to a standardized Unified PWD ID system, with LGUs still responsible for receiving, verifying and issuing IDs.

NCDA Administrative Order No. 001 Series of 2026 establishes a Unified Persons with Disabilities ID System intended to standardize registration, verification and disability classification nationwide and connect the system with the eGov framework.

The 2026 order keeps local government units as the issuing authorities through their PWD focal offices, PDAO, CSWDO or MSWDO. Implementation is phased, so ask your local office which part of the unified system is already active in your area.

For ordinary applicants, start with the city or municipal office that handles PWD registration—commonly the PDAO, CSWDO or MSWDO. NCDA's Citizen's Charter also directs applicants to their municipal or city social welfare offices for local ID issuance.

Because local workflows can differ during the 2026 transition, check your LGU's current checklist before travelling.

CKD by itself should not be presented as an automatic PWD category. The question is whether the kidney disease has resulted in a qualifying long-term impairment or disability under the applicable rules and medical certification.

Ask your treating doctor to document the functional effects accurately rather than simply writing 'CKD' without context.

RA 10754 provides expanded benefits and privileges for qualified persons with disability, including statutory discounts and VAT-related privileges in covered transactions. The PWD ID is used as proof of entitlement.

The new unified system also aims to reduce duplicate or fraudulent IDs through national verification. Keep your record updated when your LGU instructs you to migrate or renew under the new system.
